Barry Jenkins is a highly experienced NHS Chief Finance Officer and Chief Executive with a proven track record of delivering financial recovery, large-scale CIP programmes and organisational stability across complex, challenged healthcare environments.
Barry also has extensive Board-level experience across acute, community and mental health organisations, with accountability for financial performance, operational delivery and transformation at scale (up to £750m turnover).
Recognised for providing immediate grip on financial position, establishing robust governance and driving disciplined delivery of improvement plans, Barry has a strong track record of leading system-wide recovery, including supporting organisations in and out of financial special measures, delivering major business cases (including Electronic Patient Record programmes), and embedding Project Management Offices and performance frameworks to ensure sustainable delivery.
Barry combines financial leadership with broader executive experience, including Deputy Chief Executive and Chief Operating Officer responsibilities, enabling a clear focus on translating financial strategy into operational delivery, service improvement and organisational performance.
Barry joined East and North Hertfordshire Teaching NHS Trust in June 2026, replacing Martin Armstrong – the trust’s new Chief Executive.
